Street Lights
Village Staff make every effort to check for burnt-out street lights and report them to NB Power.  However, if you notice any that are out or flickering, please contact the Village Office and advise of the exact pole location.

Civic Numbers
The Village Office Staff is responsible to assign civic numbers to new homes being erected in Village limits.  These numbers must be assigned using 911 standards.  Once assigned, 911 is advised; they in turn enter in their system and notify Canada Post who assigns a postal code.  This process can take weeks – so if you require a civic number, please call the Village Office as soon as possible.  We need to know the lot location, PID #, location of the house on the lot and location of the driveway.

Building Permits
Building permits are required for any construction and renovations and are issued by the Greater Moncton Planning District Commission (857-0511) www.gmpdc.ca.  Applications are available at the Greater Moncton Planning District Commission and the Village Office.

Dog Owners

Blair Cameron is the Dog Constable for the Village of Hillsborough.  Please note, Dog Tags must be purchased by March 31st each calendar year and they can be purchased from Blair Cameron or the Village Office.  To purchase a dog tag, you MUST have proof of current rabies vaccination (proof is the paperwork from the administering Vet).  It is an offence to not purchase dog tags and fines may be issued for non-compliance.
MUNICIPAL SERVICES - UTILITIES

Hillsborough Sanitary Sewer System
Approximately 95% of the Village is serviced with a municipal sewer system.  The system includes one lagoon and three pump stations. In 2010 through to 2011 major upgrades will be made to the existing lagoon.

Hillsborough Water System
In 1989-1990 the Village installed the first municipal water system and are currently working on a second system. The system includes approximately 12 miles of pipe and 61 fire hydrants.  The water supply is generated from two wells located approximately 1 mile south of the Village.  Water is pumped out of the wells; chlorinated; then gravity fed to a 250,000 gallon storage tank placed at the highest point in the Village.  From the tank, it flows by gravity again, to service about 90% of the households in Hillsborough.  Regular tests are carried out to ensure the municipality continues to provide good and safe drinking water to the citizens of Hillsborough.

These services are invoiced quarterly and payments may be made at the Village Office (cash or cheque); at a Scotiabank location at Service New Brunswick.  On-line payments can also be made through your Scotiabank account or by credit cart at www.snb.ca
MUNICIPAL SERVICES - FIRE SERVICES

The Village of Hillsborough is very proud of the volunteers who completely make up the 30 member department. The Hillsborough Volunteer Fire Department is very well equipped with four fire trucks (two tankers & two pumpers) and one rescue and equipment van.  Other equipment includes: a system of portable & mobile radios and pagers used for alarms and fighting fires; generators, portable pumps, air breathing apparatus, and rescue equipment such as air bags and the jaws of life.  We are pleased to announce that various members of the department have completed Firefighter level 1 and 2 courses offered by the International Fire Service Training Association.

The Volunteer Firefighters spend a lot of time and effort in promoting fire safety in the community. Each year during Fire prevention Week in October, the Firefighters host an open house at the fire hall and lead a parade of fire trucks through the Village. Throughout the year they visit the school and library to talk about fire safety.  They also host tours of the fire hall.  The little ones love the opportunity to explore the fire trucks and have their picture taken wearing firefighting gear.
MUNICIPAL SERVICES - POLICE SERVICES

Law enforcement in the Village of Hillsborough is contracted to the RCMP.  Administration for the Hillsborough force is carried out in the Riverview District Office.

MUNICIPAL SERVICES - MEDICAL SERVICES

The Village of Hillsborough is fortunate to have the benefit of services of a full-time family physician at the Hillsborough Medical Clinic. 

Ambulance service for Hillsborough and outlying areas is provided by Ambulance New Brunswick.  To ensure quick response the ambulance is stored at an office within the Village between the hours of 8:00am and 8:00pm; after that, coverage is provided by a roaming ambulance.  The paramedics also provide coverage at local events upon request.
MUNICIPAL SERVICES - WASTE COLLECTION
Regular household waste must be separated into Wet waste and Dry waste. Wet waste is to be placed in green transparent bags and dry waste is to be placed in blue transparent bags. Any cardboard must be in a blue transparent bag or flattened, bundled and securely tied. Regular household waste will be picked up every Tuesday. The waste must be laced curb/roadside before 7:00 am on the day of pick-up but not prior to 7:00 pm on the preceding day.

The Village holds a special spring and fall bulky item and yard waste program. These are the only times that large items (such as appliances & furniture) may be put out for pick-up. In 2010 the Spring Clean-up will be Monday, May 17th and the Fall Clean-up will be Monday, October 18th.

The Village also holds two Hazardous Waste Drop offs per year. The Westmorland Albert Solid Waste Mobile facility will be parked on Steeves Street from 2:00 pm to 7:00 pm on Thursday, May 27th and Thursday October 14th.
MUNICIPAL SERVICES - LIBRARY SERVICES

In the 1960’s, the Ladies Village Club joined with the Albert-Westmorland-Kent Regional Library to establish the Hillsborough Public Library in the Peck Memorial Hall.  In 1994 the library moved to its current location in the Municipal Building.

The Hillsborough Public Library may be the smallest in the province, but don’t let size deceive you.  It is a beehive of activity.  This small library services all of lower Albert County, and more books per capita pass through these doors than any other library in the region.  Children flock to the very popular youth programs, such as: Tuesday morning Story-time, Summer Reading Club, tutoring, etc.   Area residents are able to browse for books, “surf the ‘net”, and more. Walking into the Hillsborough Public Library is like walking into your own kitchen—you’re instantly at home.  It is a place where everyone knows your name...and more! Librarian Barb Alcorn (a.k.a. Bookmobile Barb) loves to get books in the hand of readers, and she is the secret to the success of the Hillsborough Public Library.
COMMUNITY SERVICES - SCHOOLS
Hillsborough has two large modern schools: Caledonia Regional High School (Caledonia.nbed.nb.ca) and Hillsborough Elementary School (hillsboroughelementary.nbed.nb.ca)  The schools are staffed by over 40 teachers and educate approximately 640 students.  Hillsborough Elementary School educates students from Kindergarten to grade five from the surrounding areas; and Caledonia Regional High School provides high school education for all of lower Albert County. Each school has its own gymnasium, and Caledonia High has a teaching theatre and cafeteria.  Our school and Village are very proud of the Hillsborough Girls’ Choir, which has gained recognition and awards all over North America and Europe.

The Hillsborough Recreation Council is a committee, which organizes recreational activities year round for all ages.  The committee is always interested in activities that would improve recreation opportunities in the Village and welcomes any ideas or suggestions. The Recreation Council has two very modern school gymnasiums at their disposal to provide these activities.

BUSINESS SERVICES
Hillsborough boasts a wide variety of services for a small municipality.  You can eat, sleep, relax, play and more—all without leaving the Village.  Many of the local businesses belong to the Albert County Chamber of Commerce, which is a rich resource of ideas and support for local business owners. Hillsborough has a modern arena, which is open from mid-October to the end of March each year.  Our arena is utilized by the Hillsborough Minor Hockey Association, which provides organized hockey for youth from 5 to 17 years old. Other local leagues provide recreational hockey for ladies, men and seniors. Also, the Fundy Blades Figure Skating club offers figure skating lessons and competitions to children ages 4 to 16.

The community swimming pool is open during the summer season and offers lessons as well as public swimming.

For 2010 the Pool will be open July 5 to August 27. There will be swimming lessons and Public Swim will be held Monday thru Friday from 2:00pm to 4:00pm; the cost of public swim is $2.00 per person per day.

At this modern centre, visitors can learn about all of the wonderful things to see and do in the area.  The centre is staffed by trained students during the summer months, and local volunteers in the Spring and Fall.

Hillsborough Wetland Park

The Hillsborough Wetland Park is an exciting conservation and land reclamation project located in the heart of the Village.  With the help of several partners, this former gypsum mill site and adjacent marshlands have been transformed into a 50 hectare wetland park that features a 4 km looped trail network which links the Interpretive Centre, 12 waterfowl ponds and an observation deck overlooking the Petitcodiac River.

During the summer months and into the fall, the Salem & Hillsborough Railroad is open for museum tours, the museum houses a static display of various railroad paraphernalia.  The Hillsborough Railway Station, which serves as the gift shop and ticket office, is a replica of the station house originally built in 1881.

Located next to the swimming pool, this park was the first project of the Hillsborough Youth & Family Centre.  The park boasts a variety of jumps and ramps and is enjoyed by youths of all ages.

William Henry Steeves House Museum

The Steeves House Museum is the birthplace of William Henry Steeves—Father of Confederation and Senator.  It is a charming Colonial mansion that began as a simple cottage in 1812 with later additions in 1840.  Heritage Hillsborough, an organization dedicated to the preservation of historic properties, opens the house to the public every summer.  Popular artifacts include the grapevine quilt and the Lordly bedroom suite.

Hillsborough is located at the gateway of miles of groomed snowmobile and all-terrain vehicle trails that offer some of the most interesting scenery in the province. Hillsborough is surrounded by excellent wooded and marsh areas—perfect for the hunting enthusiast.
